The document validates the Program for the Digitalization of Agriculture for 2025–2029, together with its implementation plan. The Program is designed to support national development strategies and policies related to digital economy, e-government, and sustainable agricultural development up to 2030. It aims to modernize the agricultural sector through the use of information and communication technologies (ICT), including tools such as artificial intelligence, big data, cloud computing, and automation, to increase productivity, ensure food security, and improve rural livelihoods. The Program identifies key objectives and challenges in the agricultural sector. Agriculture is a major contributor to the national economy and employment, but faces structural problems such as low productivity, outdated practices, limited access to finance, and weak infrastructure. Digitalization is viewed as a critical solution to address these issues by improving efficiency, market access, transparency, and decision-making. However, major constraints include insufficient digital infrastructure, a shortage of skilled personnel, high costs of technology adoption, and digital inequality among stakeholders. The Program therefore prioritizes capacity building, development of digital services, and expansion of data systems and platforms across the agricultural value chain. Implementation will be coordinated by the Ministry of Agriculture in cooperation with other government bodies, development partners, and the private sector. The Program includes specific measures such as creating unified digital platforms and portals, expanding e-services, developing data systems, supporting precision farming technologies, and strengthening training and research capacities. Monitoring and evaluation will be conducted annually, and total financing is estimated at approximately 120.6 million somoni, largely funded by international partners. Overall, the Program is expected to enhance productivity, streamline supply chains, reduce costs, and foster a more competitive, sustainable, and digitally integrated agricultural sector in the country.
