This Protocol has been approved by the Law No. 37-VIIQ dated 8 October 2024. In order to further develop cooperation in the field of plant quarantine and protection, and also guided by Article 11 of the Agreement between Azerbaijan and Belarus on cooperation in the field of plant quarantine and protection dated 2 May 2007, both Parties agree on making amendments as regards phytosanitary certificate. The competent authorities for the Government of the Republic of Azerbaijan shall be the Food Safety Agency and for the Government of the Republic of Belarus shall be the Ministry of Agriculture and Food. This amendment requires the material under quarantine control, when re-exported, to be accompanied by the phytosanitary certificate of the exporting Party and the original phytosanitary certificate of the country where the material was produced or a copy thereof certified by the competent authority of the exporting Party. In case quarantine pests are detected during state phytosanitary inspections at locations designated by the importing country’s legislation, the Parties agree on, at the owner’s expense, returning the regulated material to the exporter or rendering it harmless. Where return or treatment is not feasible, the competent authorities may order its destruction in accordance with national laws and applicable international and national phytosanitary standards.
