The National Policy Framework on Human Rights of Pakistan establishes a policy for the promotion and protection of fundamental rights guaranteed under the 1973 Constitution and international human rights treaties, situating its vision within constitutional provisions and Pakistan’s international commitments. It identifies priority areas for action including the protection of vulnerable groups—such as children, women, minorities, transgender persons, persons with disabilities, senior citizens and victims of enforced disappearances—and provides for legislative reform, institutional strengthening, awareness-raising, and improved engagement with civil society to align domestic laws and practices with international standards. The Framework further outlines implementation mechanisms involving federal and provincial coordination, strengthened national human rights institutions and treaty implementation structures, resource allocation and capacity-building measures, as well as monitoring and evaluation processes to ensure effective realisation of civil, political, economic, social and cultural rights across the country. The Policy promotes strategies to enable women to effectively exercise their existing legal rights to land and water, in line with constitutional guarantees and Sustainable Development Goals (SDG) Target 5a, while also emphasizing awareness and education programmes to enhance gender-equitable access to land, improve household food security and support economic development. It further highlights the need to raise awareness on the human rights of older persons and ensure access to essential needs, while reaffirming broader economic, social and cultural rights, including rights to education, health care, adequate living standards, work, property, and food and nutrition.
