Presidential Decree No. 448 validating the State Program for Innovative Development for 2026–2030.

The main objective of the State Program for Innovative Development for 2026–2030 is to enhance the competitiveness of the national economy through innovation, scientific and technological advancement, and the strengthening of the national innovation system. The Program defines governance arrangements, designating the State Committee for Science and Technology as the responsible authority and involving multiple ministries, state bodies, regional authorities, and innovation infrastructure entities. It outlines the implementation of various project types—national, complex, and local—aligned with national priorities in science, technology, and innovation. The Program sets out strategic goals, tasks, and priority sectors for innovation-driven growth, including digital technologies and artificial intelligence, industrial innovation, biotechnology and pharmaceuticals, agro-industrial technologies, and national security-related technologies. It emphasizes developing high-tech production, increasing exports of innovative products, and reducing dependence on imports through critical technologies. Key policy measures include improving the innovation support system, fostering cooperation between science and industry, enhancing human capital and youth involvement, and building a robust innovation infrastructure (such as technoparks and research centers). The Program also details project selection, implementation, monitoring, and evaluation procedures, including performance indicators and reporting obligations. In particular, the Program focuses on the following issues: (a) development and application of innovative technologies in the agro-industry and food industry; (b) development of high-tech manufacturing facilities that produce commodities using advanced, highly efficient technologies based on environmental ("green") principles, which reduce environmental risks and prevent the depletion of its components; (c) prevention and treatment of animal diseases; ensuring the nutritional value and veterinary and sanitary safety of manufactured animal products; production of breeding stock taking into account the needs of domestic livestock production; development and implementation of technologies for the production of high-quality feed, feed additives, and veterinary drugs; and (d) selection and seed production of higher categories of agricultural crops; the creation and implementation of modern means of diagnosing pathogens and protecting agricultural crops. To support implementation, the decree introduces a range of economic incentives, such as exemptions from customs duties and VAT on imported equipment, tax relief on land use, and investment deductions for project-related assets. It defines strict conditions for benefiting from these incentives and provisions for their recovery if projects are discontinued improperly. The Program specifies funding sources, including state budgets, innovation funds, private investment, credit resources, and foreign financing, along with detailed mechanisms for project inclusion, modification, and exclusion. Overall, the Program aims to accelerate high-tech sector development, strengthen international technological cooperation, and ensure measurable improvements in innovation performance and economic output.
