National Strategy on Environmental and Climate Change Education 2023–2030.

This Strategy establishes a systematic approach to integrating environmental and climate literacy into the Romanian pre-university educational structure. The Strategy responds directly to empirical evidence of environmental degradation, atypical heatwaves, severe droughts, and flooding affecting the region. The primary objective is to equip students from preschool through high school with the necessary knowledge and skills to understand and address modern ecological challenges. The core of the Strategy is built around an integrated, school-wide approach rather than isolated lessons. It transitions educational institutions away from passive learning models toward active pedagogical systems that emphasize eco-social competencies. Under this approach, school administrations, teaching staff, and students interact with sustainability principles simultaneously. This model ensures that students develop a clear understanding of circular economy mechanics, resource management, and biodiversity protection through continuous academic exposure. Four distinct structural pillars drive the operational phase of the strategy. The first pillar introduces standardized climate and environmental topics into both the core national curriculum and school-choice electives. The second pillar focuses on the creation and distribution of verified, age-appropriate physical and digital educational resources. The third pillar utilizes dedicated funding instruments, including the National Recovery and Resilience Plan, to build or retrofit energy-efficient infrastructure under a national network of certified "Green Schools." The fourth pillar establishes structured professional development tracks to train educators in environmental sciences. Implementation and accountability are managed through clear inter-institutional mechanisms. National entities such as the Center for Policy and Evaluation in Education, the Environment Fund Administration, and regional school inspectorates oversee compliance and curriculum updates. Progress is measured via standardized annual monitoring reports submitted by June 30th of each subsequent calendar year. These evaluations track indicators linked to structural facility upgrades, teacher training volumes, and curriculum execution to ensure the strategy meets its long-term milestones by 2030.
