Infrastructure Funding and Financing Act 2020 (No. 47).

This Act establishes a framework for financing and delivering infrastructure needed for urban development through long-term levies paid by beneficiaries. The Act covers the funding and construction of water services infrastructure (including water supply, wastewater and stormwater systems), environmental resilience infrastructure for managing natural hazards and supporting environmental restoration, and infrastructure that contributes to sustainable community development and land-use planning. It creates a mechanism for financing new and upgraded infrastructure through special purpose vehicles (SPVs), while providing safeguards for Māori land and requiring coordination with planning and resource management frameworks. The Act also supports investment in resilient infrastructure to address environmental risks and improve the sustainable management of land and water resources, thereby contributing to climate resilience and sustainable development objectives.
