The Medium-Term Program (MTP) 2026–2028 is a cross-sectoral national policy framework that sets out Türkiye’s key economic and development priorities for a three-year period. It serves as the main policy document guiding budget preparation, public investment decisions, and structural reforms. The program focuses on reducing inflation to single digits, maintaining sustainable economic growth, increasing employment, strengthening fiscal discipline, improving external balances, enhancing productivity, and supporting investment- and export-led development. The program also places significant emphasis on green and digital transformation as drivers of long-term competitiveness and sustainable development. Key objectives include promoting energy efficiency, supporting the transition to a low-carbon economy, advancing digitalization and technology adoption, and strengthening innovation capacity. The Turkish Emissions Trading System (TR ETS) will be implemented with its completed legal infrastructure, and efforts will be given to establish the EU's Border Carbon Adjustment Mechanism (BCDM) and to use ETS revenues to finance the green transformation. In addition, the MTP highlights measures to address climate change, improve environmental sustainability, and enhance disaster risk management, particularly through resilient infrastructure investments, earthquake recovery efforts, and the development of safer and more disaster-resilient cities. Measures will be taken to increase productivity and achieve value-added transformation in agriculture. The number of organized agricultural regions will be increased to ensure consumers can access agricultural products at affordable prices by reducing logistics costs. A comprehensive agricultural inventory will be created with the completion of the General Agricultural Census, and existing information systems and data quality will be improved. Furthermore, employment generation opportunities will be increased by adapting to new working methods and sectoral transformations, supporting the employment of groups experiencing difficulties in labor force participation, and improving the skills match of the workforce.
