Decree No. 36.580 establishing the Itapecuru River Basin Committee.

This Decree establishes the Itapecuru River Basin Committee in the State of Maranhão as a participatory body responsible for the integrated management of water resources within the Itapecuru River Basin. Its main objectives are to promote dialogue among stakeholders on water-resource issues, coordinate the actions of public and private entities involved in water management, and propose, approve, and monitor plans, programmes, and projects relating to the sustainable use of the basin’s water resources. The Committee is also empowered to mediate conflicts among water users, propose mechanisms and values for water-use charges, support cost-sharing arrangements for multiple water uses, and contribute to the implementation of the State’s water resources policy. The Decree further seeks to strengthen decentralized and participatory water governance by establishing a representative body composed of state authorities, municipalities, water users, local communities, civil society organizations, and Indigenous communities with interests in the basin. The Committee is authorized to create technical chambers and subcommittees, approve its internal rules, support research and environmental initiatives, and encourage cooperation among institutions involved in water-resource protection and management.
