This Circular No. 53/2024/TT-BTNMT establishes technical procedures for biodiversity inventories and monitoring in nature reserves, biodiversity conservation facilities, biodiversity corridors and areas of high biodiversity. Inventory procedures cover the number and area of protected sites; natural and mangrove forests; live coral and seagrass coverage; species and individuals held by conservation facilities; and populations and individuals of priority-protected, endemic and threatened species. Provincial results are verified, standardized, reported to the Ministry of Natural Resources and Environment and incorporated into the national biodiversity database. Monitoring covers forest area and cover, wetlands, coral reefs, seagrass beds, the frequency and location of encounters with priority-protected animals, and newly detected species. Prescribed methods include document review, field measurement, interviews, transects, point surveys, capture-recapture, acoustic surveys, environmental DNA, aerial imagery, Manta Tow, remote sensing and GIS.
