This Decision establishes the procedure governing the use of genetically modified organisms in contained systems and provides for measures to ensure biosafety during scientific research and experimental activities involving such organisms. It applies to licensed organizations carrying out these activities. The Decision requires organizations to designate personnel responsible for biosafety and research management and establishes requirements relating to the organization and supervision of activities involving genetically modified organisms, the implementation of biosafety measures, and the management of risks associated with their use. It establishes requirements for laboratory accreditation and for the availability of appropriate equipment and professional staff. It further provides for notification of the competent authority where potential risks are identified and requires the suspension of testing, risk assessment, and, where necessary, measures for the elimination of genetically modified organisms.
