The Guangxi Zhuang Autonomous Region Medium- and Long-Term Animal Disease Prevention and Control Plan (2012–2020) establishes regional measures for protecting livestock production, animal-product safety, and public health. It provides for disease-specific, regional, and phased measures covering surveillance, vaccination, quarantine, emergency response, biosecurity, zoonotic-disease control, prevention of imported diseases, veterinary capacity, information systems, and coordinated departmental responsibilities. The Plan sets targets for 17 priority diseases and 13 imported diseases and identifies priority regions for livestock diseases and zoonoses. It promotes disease eradication, disease-free zones, biosecurity compartments, veterinary training, scientific research, and public participation. Under safeguard measure 7, it calls for communication through media and training, participation by enterprises, associations, farmers, and veterinarians, occupational ethics, society-wide prevention and control, and the concept of “One World, One Health.”
