National Rabies Strategic Plan 2023-2027.

This Strategic Plan provides for guiding rabies prevention and control activities in Liberia through mass dog vaccination, pre-and post-exposure prophylaxis in humans, and public education. The Strategic Plan aims eliminating human-dog-mediated rabies in Liberia by 2030. The Strategic Plan is based on activities outlined in the global Stepwise Approach to Rabies Elimination (SARE) that should enable the country to move from an endemic state to a disease-free status, through different stages. The different targets identified by the Strategic Plan include: developing and adopting a national rabies elimination strategy; starting implementation of elimination plan in pilot areas; implementing the elimination strategy throughout the country; maintaining freedom from human-dog mediated rabies and canine rabies. The Strategic Plan defines the following priorities and related objectives: 1) elimination of rabies in domestic dogs; 2) prevention of human rabies, through increasing knowledge and skills among animal and human health workers on rabies in general and post-exposure management; 3) strengthening surveillance and response to outbreak, through the establishment of sufficient and efficient country-wide diagnostic laboratories and surveillance network; 4) conducting rabies operational research; 5) advocacy, communication and social mobilisation; 6) enhancing partnerships and multi-sectoral coordination; 7) resource mobilisation.
