This Action Plan establishes a national policy framework for preparing for, preventing and addressing emerging infectious diseases. It responds to the growing health, social and economic effects of outbreaks, particularly zoonotic diseases, and continues Thailand’s previous national preparedness strategies. The Plan seeks timely disease prevention and control, reduced socioeconomic impacts and integrated management involving all sectors. Its five strategic areas cover preparedness and national security, legal and emergency financial arrangements, surveillance and disease control under the One Health approach, research and innovation, and risk communication and international cooperation. Under One Health, surveillance, prevention, treatment and control are coordinated across human, animal and related sectors. The Plan notes that many emerging diseases have animal reservoirs and therefore require close participation by animal-health authorities alongside public-health agencies. Implementation assigns roles to government bodies, state enterprises, civil society and the private sector, supported by coordination, monitoring, evaluation and reporting mechanisms.
