This Law establishes the legal framework for the canton’s public health system, defining the responsibilities of cantonal, district and municipal authorities in health promotion, disease prevention, medical services, emergency and disaster response, and oversight of health professions and facilities. It regulates the organisation of ambulatory and emergency care, specialist rescue services, cancer registration, Spitex and parental counselling, and sets detailed rules for licensing, professional conduct, patient rights, data protection, and the handling of medicines. The law also governs medical governance structures, cooperation mechanisms, and the implementation of federal health legislation, ensuring coordinated, safe and quality‑based healthcare provision across the canton.
