Law No. 126/2020 "On Metrology".

This Law establishes the legal system of measurement units, standards, and verification procedures across the Republic of Albania. It mandates the exclusive use of the International System of Units (SI) in public, commercial, scientific, and legal domains. It sets the statutory parameters for physical measurement standards, calibration systems, and accuracy limits required to protect public health, safety, environmental conditions, and consumer rights. Institutional governance and technical oversight are assigned to the General Directorate of Metrology (DPM). The Law defines the duties of the DPM, including the establishment, maintenance, and international traceability of national measurement standards. Additionally, it sets requirements for designating, supervising, and authorizing third-party testing laboratories and conformity assessment bodies responsible for technical evaluations. Legal metrological control applies strictly to measuring instruments used in trade, utility billing, health, safety, and environmental protection. Devices such as water meters, gas meters, active electrical energy meters, taximeters, and commercial scales must undergo mandatory type approval, initial verification, and periodic re-inspections. These controls prevent fraudulent practices, measurement drift, and inaccurate billing in consumer and industrial transactions. Net quantity compliance for prepackaged products forms another regulated component of the Law. The Law establishes strict standards for short-weight margins, tolerable negative errors, and labeling requirements for packaged foods and liquids. Manufacturers, importers, and packagers are held accountable for ensuring that the actual quantity of goods matches the nominal mass or volume printed on consumer packaging. Market supervision powers and administrative enforcement mechanisms complete the statutory framework. Metrological inspectors receive authority to conduct site audits, sample prepackaged goods, inspect installed meters, and suspend non-compliant measuring devices from commercial use. The Law specifies administrative fines, product seizure protocols, and license revocation procedures for violations of statutory metrology rules.
