Decree No. 58.675 establishing the State Programme for the Protection and Promotion of Women’s Rights.

This Decree establishes the State Programme for the Protection and Promotion of Women’s Rights in the State of Rio Grande do Sul. Its main objectives are to protect women, prevent and combat gender-based violence, promote women’s autonomy, and strengthen their citizenship rights. The programme is founded on principles of human dignity, gender equality, intersectoral cooperation, and evidence-based management. It is structured around four pillars: governance, combating violence against women, capacity-building and development, and protection and support services. The decree also creates an intersectoral governance framework to coordinate policies and strengthen cooperation among state institutions and municipalities in the implementation of women’s rights initiatives. The decree further seeks to improve prevention, assistance, and risk management mechanisms for women exposed to domestic, family, or gender-based violence. It establishes specialised services such as the State Lilac Listening Service, the Women’s Reference Centre, and the Linha Calma programme, while creating an integrated information system for registering and managing cases of violence against women. The programme also promotes professional training for service providers, community education on women’s rights, employment and empowerment opportunities for women in vulnerable situations, and emergency shelter and protection measures for high-risk cases.
