This Wildlife Policy is a national framework that aims to ensure proper conservation and management of wildlife resources, providing for sustainable utilization, equitable access, and fair sharing of benefits for both present and future generations of Malawians. To achieve the goal, the Policy seeks to meet the following objectives (i) ensure the adequate protectior of representative ecosystems and their biological diversity through promotion and adoption of appropriate land management practices, that adhere to the principle of sustainable use; (ii) enhance public awareness and understanding of the importance of wiidiife conservation and management and its close relationships with other forms of land use; (iii) take the necessary legislative steps as well as pertinent enforcement measures to curtail the illegal use of wildlife; (iv) create an enabling environment for wildlife- based enterprises; (v) develop a cost-effective legal, administrative and institutional framework for managing wildlife resources without compromising the special ecological attributes of the resources. The Department of National Parks and Wildlife regulates, coordinates, and professionally manages Malawi’s wildlife conservation sector. It conducts research, controls problem animals, monitors environmental impacts, regulates wildlife use and trade, and manages protected-area development. It also promotes sustainable wildlife-based economic opportunities, revenue sharing with communities, stakeholder collaboration, and effective management of resources. The Policy sets out the following key areas for wildlife conservation and management (i) Wildlife in forest reserves and other public lands: The Government shall promote collaboration between the Department of National Parks and Wildlife and the agencies responsible for forest reserves and other public lands to ensure the effective conservation and management of large mammal and bird populations. Key measures include conducting wildlife inventories, giving particular attention to endangered and endemic species, strengthening inter-agency coordination and communication, harmonising relevant policies and legislation, and promoting appropriate wildlife utilisation schemes; (ii) Wildlife on customary and private land: The Policy promotes wildlife conservation and management as a viable and competitive land-use option. On customary land, communities shall be responsible for managing wildlife resources, with Government providing technical support, capacity building, enabling legislation, and support for the establishment and management of Multiple Use Wildlife Areas (MUWAs). On private land, the Government shall develop guidelines for game ranching and game farming and define landowners’ rights regarding the use of wildlife resources; (iii) Wetland conservation and management: The Government shall seek to maintain and enhance the ecological value of wetlands through the inventory and assessment of major wetland habitats, strengthened cooperation among relevant institutions and stakeholders, the development and implementation of coordinated management guidelines and plans, and the monitoring and regulation of wildlife-related activities. Wetland management shall also be consistent with relevant international conventions and shall incorporate measures for catchment-area protection and the control of water extraction. Additionally, the Policy focuses on strengthening public participation, partnerships, and practical approaches to wildlife management. It promotes environmental education, community outreach, wildlife clubs, and collaboration among government, communities, NGOs, the private sector, and international partners. It also emphasizes participatory wildlife management, human-wildlife conflict mitigation, and stronger research, monitoring, and adaptive management to support sustainable wildlife conservation and utilization.
