This Integrated Development Plan (2023–2033) provides a comprehensive development framework for Lavushimanda District, prepared under the Urban and Regional Planning Act No. 3 of 2015 and aligned with Zambia’s Eighth National Development Plan. It establishes the district’s vision of achieving a self-reliant, sustainable and economically viable economy by 2033 and presents baseline information on demographic, socio-economic, environmental and land-use conditions, including the management of wetlands, forests, wildlife resources and protected areas. The Plan identifies development priorities and sector-specific objectives across agriculture, fisheries, livestock, forestry, water and sanitation, health, education, transport, energy, tourism, governance and social protection. Key measures include promotion of climate-smart agriculture, irrigation development, farm mechanization, farmer extension services, fisheries infrastructure and hatchery development, livestock disease control and veterinary services, community-based forest management, afforestation and natural resource conservation. The Plan also provides for improvements in rural infrastructure, renewable energy access, water supply systems, climate resilience, gender equality and inclusion of vulnerable groups. It establishes implementation arrangements, financing mechanisms, monitoring and evaluation indicators, and a phased investment programme to support sustainable economic growth, environmental sustainability and participatory local governance.
