This Presidential Decree ratifies the Second Protocol revising the Convention on Cooperation for the Protection and Sustainable Use of the Waters of the Luso-Spanish River Basins, together with the Additional Protocol concerning the flow regime of the River Guadiana in the Pomarão section. Its principal objective is to give formal effect within Portugal to the revised bilateral arrangements agreed between the Portuguese Republic and the Kingdom of Spain and approved by the Portuguese Parliament. The measure strengthens the legal framework governing cross-border cooperation in the management of shared water resources. More specifically, the decree confirms Portugal’s acceptance of the revised provisions relating to the protection, management and sustainable utilisation of the waters of the shared river basins covered by the Convention, as well as the specific regime governing water flows in the River Guadiana. Through the ratification of the protocol signed in Madrid on 24 February 2026, the decree supports continued cooperation between Portugal and Spain in the administration of transboundary water resources and the implementation of mutually agreed obligations concerning river basin management.
