This Resolution approves the Programme of Incentives for Protected Cultivation (Agricultural Greenhouses in Cabo Verde), with the objective of strengthening agricultural productivity, food and nutritional security, and climate resilience. The Resolution responds to structural challenges affecting the agricultural sector, including aridity, water scarcity and the impacts of climate change, by promoting protected cultivation systems and more efficient use of water resources. Through the provision of public subsidies for the acquisition and installation of agricultural greenhouses, the measure seeks to modernise agricultural production, increase national horticultural output and improve farmers’ incomes. The Programme applies nationwide and provides financial support covering 75% of the costs of purchasing and installing greenhouses, with funding allocated through a government-supported food production initiative. Its specific objectives include encouraging the adoption of innovative and resilient agricultural technologies, reducing water consumption through improved cultivation methods, limiting crop losses caused by pests and diseases, strengthening national technical capacity for greenhouse installation and support services, and promoting youth entrepreneurship within the agricultural sector. The Programme also establishes eligibility criteria, implementation mechanisms and monitoring arrangements to ensure effective execution and evaluation of the initiative.
