The Decree implements Korea’s Carbon Materials Convergence Technology Development and Promotion Support Act by specifying delegated procedures. It requires publication of the comprehensive development plan and permits surveys covering development strategies, research activities, use of research results and investment priorities. It sets application, staffing, reporting and disclosure requirements for specialized information-management and professional training institutions. It governs the composition and operation of the Research Council, including membership, terms, meetings, voting and sub-councils. The Korea Carbon Industry Promotion Agency must report planned profit-making activities and submit performance and accounting reports. The Minister may entrust international-trend monitoring and cooperation duties to a specialized information-management institution and must publicly announce the entrustment.
