This Decree establishes the basic organisational structure of the State Secretariat for Planning (SEPLAN) of the State of Acre and repeals the previous organisational framework established in 2021. Its principal objective is to define SEPLAN’s institutional organisation, administrative units and governance arrangements, as well as to allocate responsibilities among its departments, advisory bodies and collegiate entities. The Decree seeks to strengthen strategic planning, public budgeting, socio-economic development policies, governance, regional development and the coordination of state programmes and projects. It also provides the legal basis for the Secretariat’s role in preparing planning instruments, including the Multiannual Plan (PPA), Budget Guidelines Law (LDO) and Annual Budget Law (LOA), while promoting efficient allocation of public resources and monitoring of government policies. The Decree further aims to enhance the State’s capacity to attract and manage financial resources, administer credit operations, monitor agreements and partnerships, and support infrastructure, sustainability and public management programmes. Amendments incorporated in 2024 expand SEPLAN’s structure by creating specialised units responsible for managing externally financed programmes, including the Infrastructure and Sanitation Programme of the State of Acre (PROISA) and the Pró-Gestão Acre Programme, with responsibilities for programme coordination, financial oversight, procurement, monitoring, evaluation and reporting to international financing institutions.
