Guinea-Bissau’s Nationally Determined Contribution 3.0 (NDC 3.0).

The Guinea-Bissau’s Nationally Determined Contribution 3.0 (NDC 3.0), sets out the country’s climate action commitments under the Paris Agreement for the period 2026–2035. Its principal objective is to promote a climate-resilient and low-emission development pathway by integrating climate change mitigation and adaptation into national development planning. The NDC commits Guinea-Bissau to reducing greenhouse gas emissions by 40% by 2035 compared with the Business-as-Usual scenario (excluding the LULUCF sector), while maintaining and enhancing its role as a net carbon sink through forest conservation, reforestation and sustainable land management. Major mitigation actions focus on agriculture, energy, forestry and waste management, including climate-smart agriculture, renewable energy expansion, energy efficiency, clean cooking technologies, reforestation and improved waste treatment systems. A second major objective is to strengthen adaptation and resilience in the sectors most vulnerable to climate change. The document establishes comprehensive adaptation targets covering food security, agriculture and livestock, water resources and sanitation, forests and biodiversity, coastal and marine ecosystems, public health, climate-resilient infrastructure and disaster risk management. It also incorporates social inclusion measures aimed at women, youth and children, promotes green job creation and a just transition, and highlights the need for international climate finance, technology transfer and capacity-building to support implementation. Through these actions, Guinea-Bissau seeks to reduce climate vulnerability, protect ecosystems and livelihoods, improve food and water security, and advance sustainable development while fulfilling its obligations under the UNFCCC and the Paris Agreement.
