The Philippines Nationally Determined Contribution (NDC) 2026 sets out the country’s commitment under the Paris Agreement to pursue climate-resilient, low-carbon development while advancing sustainable development objectives and climate justice principles. The NDC establishes an economy-wide greenhouse gas mitigation target covering the energy, transport, industrial processes and product use (IPPU), agriculture, waste, and forestry and other land use (FOLU) sectors, with a net emissions reduction and avoidance target of 75 percent for the period 2025–2035, comprising both unconditional and conditional components. The document emphasizes adaptation as a central national priority and promotes the integration of nature-based solutions, biodiversity conservation, blue carbon approaches, and natural capital accounting into climate action and development planning. Key implementation measures include strengthening measurement, reporting and verification systems, updating the NDC Implementation Plan, enhancing access to climate finance, technology transfer and capacity-building support, and promoting stakeholder participation across public, private and community sectors. The NDC further highlights gender responsiveness, the rights and participation of Indigenous Peoples and youth, just transition principles, international cooperation, and the use of cooperative approaches under Article 6 of the Paris Agreement subject to environmental integrity, transparency and robust governance.
