National Disaster Risk Reduction Policy 2030

The National Disaster Risk Reduction Policy 2030 establishes Malaysia’s strategic direction for disaster risk reduction and provides guidance for disaster risk management at national and local levels and across sectors. It aims to strengthen national disaster resilience through comprehensive and inclusive risk management, including the prevention of new risks, reduction of existing risks and management of residual risks. The Policy covers current and emerging hazards and applies to disaster risks of different scales and frequencies arising from natural and human-induced hazards, including environmental, technological and biological hazards. It addresses disaster prevention, mitigation, preparedness, response, recovery and reconstruction. The Policy is based on the principles of shared responsibility, inclusiveness, participation and localisation. It establishes five strategic pillars concerning improved understanding of disaster risk; strengthened governance throughout the disaster risk reduction cycle; investment in disaster risk reduction; preparedness for effective disaster response and post-disaster recovery; and capacity building and community participation. Disaster risk assessment is to take account of vulnerability, capacity, exposure of people and assets, and hazard and environmental characteristics. Disaster risk reduction is also to be integrated into development planning and decision-making. The Policy sets targets addressing the number of people affected by disasters, direct economic losses, damage to critical infrastructure and disruption of essential supplies, disaster risk reduction strategies at state, district and local-authority levels, international cooperation, and access to multi-hazard early-warning systems, risk information and disaster risk assessments. Measures include disaster mitigation in hazard-prone areas, impact-based forecasting, emergency response planning, community-based disaster risk reduction, disaster damage and loss assessment, assessment and retrofitting of critical public infrastructure, risk-transfer mechanisms, and continuity planning for essential services. The Policy also provides for expanded early-warning coverage, risk communication, monitoring and forecasting, and mapping of disaster-risk areas. Implementation is led by the National Disaster Management Agency under the Prime Minister’s Department (NADMA), together with federal and state governments, local authorities, the private sector, government-linked entities, voluntary and non-governmental organisations, other organisations and communities. Implementing bodies at federal, state and local levels are to develop disaster risk reduction strategies and action plans specifying activities, budgets and targets. These action plans are to be periodically reviewed and updated to monitor implementation progress. The National Disaster Risk Reduction Platform (MyDRR) serves as the platform through which stakeholders report disaster risk reduction activities according to their respective scopes and responsibilities.
