This Resolution approves the Five-Year Plan for the Public Administration Reform and Development Strategy (2026–2030), which operationalises the broader Public Administration Reform and Development Strategy for the period 2026–2035. Its principal objective is to guide the modernisation of Mozambique’s public administration by strengthening professionalism within the public service, improving the quality and efficiency of public services, expanding digital government and technological innovation, promoting transparency and integrity, combating corruption, and consolidating decentralisation. The Plan is intended to support the development of a public administration that is modern, citizen-centred, transparent and accountable, capable of delivering high-quality public services through simplified and interconnected processes and structures. The Plan is structured around five strategic pillars: professionalisation of public servants; technological modernisation, innovation and service improvement; promotion of transparency, integrity and anti-corruption measures; decentralisation and simplification of administrative structures; and monitoring, evaluation and communication. It establishes a comprehensive programme of activities for the period 2026–2030, including capacity-building for public officials, implementation of digital platforms and electronic government services, expansion of administrative services closer to citizens, strengthening of cybersecurity and data protection frameworks, enhancement of participatory governance mechanisms, and the creation of systems for monitoring reform outcomes.
