National Policy on Science, Technology and Innovation 2020-2030.

Cambodia’s National Policy on Science, Technology and Innovation 2020–2030 positions science, technology and innovation as drivers of inclusive and sustainable socioeconomic development and Cambodia Vision 2050. It seeks to strengthen the national STI foundation, establish an innovation ecosystem, improve living standards and develop a competitive, knowledge-based economy. The Policy prioritizes adequate, skilled, ethical and gender-balanced human resources; incentives for leading STI personnel; effective research and development; localization of imported technologies; and stronger international technology absorption. It sets a 1:2:7 investment ratio for basic research, applied research and experimental development, and identifies agriculture and agro-processing, modern manufacturing and engineering, health and biomedicine, materials science and engineering, and the digital economy as priority fields. Implementation measures include national research and innovation programmes, shared research facilities, technology-transfer units, technology and innovation parks, entrepreneurship support, finance and credit, public procurement, intellectual-property services, science diplomacy and international networks. Ministries must prepare funded, time-bound action plans, while responsible institutions establish information systems to monitor, evaluate and adjust implementation.
