This Act, comprising 7 sections, empowers the Government to control and regulate land development and use, particularly in areas designated as 'specified areas' in the public interest. Within these areas, the Government may exercise extensive control over agricultural, building and mining activities, including the reservation of land and the modification or extinguishment of existing land rights. The main provisions of the Act concern (i) the declaration of specified areas, authorizing the President to designate any area of Tanganyika as a specified area where the regulation of land development is considered to be in the public interest; (ii) the regulation or prohibition, by the Minister, of building, farming and mining activities within specified areas, as well as the determination of how land may be developed and used; (iii) the reservation of land for the establishment of Ujamaa Villages (collective agricultural settlements) or for use as gardens, forests or parks, with Regulations potentially requiring the demolition of buildings or the discontinuation of specified building, farming or mining activities; (iv) the adoption of Regulations providing for the revocation or amendment of rights of occupancy and the extinguishment, cancellation or modification of other rights, titles and interests relating to land or buildings within specified areas; (v) the inclusion of measures designed to prevent undue hardship to persons affected by land-development controls; (vi) the imposition of penalties for violations of the Act or its Regulations; (vii) the establishment, where deemed necessary, of committees to advise on land development. Section 7 provides that the Town and Country Planning Ordinance does not apply to areas designated as specified areas under the Act.
