These Regulations shall apply to the implementation of emission reduction initiatives and incentives, the issuance of emission allocations, and the collection and reporting of GHG data. The Regulations empower the Prime Minister to establish emissions reduction initiatives and related incentives, while requiring persons seeking to participate in such initiatives to obtain a permit, which also serves as evidence of eligibility for applicable incentives; participation without the required permit constitutes an offence. They further establish reporting and monitoring requirements for permit holders, including specific obligations for entities that have achieved net-zero or carbon-neutral status, and require the Registrar to maintain records of initiatives and permits. In addition, the Regulations introduce mechanisms for collecting activity and emissions data from sectors identified under The Bahamas’ Nationally Determined Contributions (NDCs) and provide for the issuance, transfer and cancellation of emissions allocations, together with associated reporting obligations.
